Jacobi Hughes' Domestic Violence History

The Caddo Parish District Attorney's office wishes to clarify for the record the Domestic Violence history of a man arrested by Shreveport Police in connection with an alleged domestic abuse homicide this past weekend.


Jacobi Hughes, 30, was arrested in connection with the slaying of Kalisia Franklin, 27. She died at 1:03 p.m. Saturday, September 6, 2025 at Willis-Knighton Medical Center on Greenwood Road following a domestic incident that occurred at a residence in the 3100 block of DeSoto Street earlier that day.


The rap sheet of Mr. Hughes shows he has been arrested two times for domestic abuse battery charges, one from 2013 in which he pleaded guilty to simple battery, and one from an April 2016 arrest. Later in 2016, he was arrested for failure to appear in court for that April 2016 arrest. He later pleaded guilty to disturbing the peace. In 2019 he was arrested for failure to comply with the 2016 sentence. All of these events occurred in Shreveport City Court.


In 2021, he was charged in Caddo District Court with negligent injuring and improper supervision of a minor by a parent in connection with an injury to six-year-old child, with the negligent injuring charge later dismissed when he pleaded guilty to improper supervision.


As of January 2025, Caddo Parish District Attorney James E. Stewart Sr. decided that all Domestic Violence arrests are to be prosecuted by his office and not the Shreveport City Attorney's office. Furthermore, all Domestic Violence cases with an arrest date after January 1, 2025 are now prosecuted exclusively at Caddo Parish District Court.


When Mr. Hughes' case information is received by the Caddo Parish District Attorney's office, it will be reviewed by our homicide investigation unit and presented to the Grand Jury. If and when an indictment is returned, the case will be prosecuted with vigor and to the full extent of the law.
